I got impatient with PayPal this morning and decided to follow up on their reply. I know the issue is not resolved and yet I wrote in wanting to know when we will be able to get on with our PayPal lives as usual.

What I got was a reply asking me to WAIT. Wait till when? No time frame was given. And this doesn't sound good. I believe one should fix a time frame to have something achieved, or there will be no goal.
If you fail to achieve the desired results within a reasonable time frame, then roll back your program!
