What's The Use Of Reporting Scams?

While I do encourage scam victims to report to the relevant authorities when they have unfortunately been scammed, sometimes I myself do wonder what the use of reporting or lodging a complaint is.

Many of the scammers will no longer be registered members once they are discovered but then not long later they will come back with a new ID and the process of scam starts all over again.

Scam victims ask me what is the use and what do I tell them? That they can get their hard-earned money back? That they can help prevent other people from falling victim? What guarantee is there when they can come back in new clothes?

And then some victims tell me that they would rather keep quiet than to let the whole world know that they have been scammed. I truly understand how they feel because I myself was a victim and when that happened, I was like, "Sht! I should have known it won't be this good. Better keep quiet!"

So if there is a guarantee that victims can recover some of their loss, then they have a reason to come forward but currently, this is not happening.
