eBay Accounts Restricted Because of Low DSR

I read about the experiences of a couple of active eBay sellers who had their seller account limited and they are not allowed to list anything to sell after getting a lower Detailed Seller Rating (DSR) score, most probably due to slow shipping.

Buyers should understand that once the packages are out of our hands, we have no control over the time it requires to reach its intended destination and Sellers come from all over the world, so the time required is really subjective.

The problem is that many of these active Sellers depend on eBay for a livelihood and to have an account restricted from selling is a pretty harsh punishment. Of course, eBay says that when these members are able to go above 4.3 DSR points, they would be able to list items for sale on eBay once again.

Now, isn't that pretty illogical? How does eBay expect these members to raise their score if they aren't even allowed to sell? A score of 4 isn't all that bad when the maximum score is only 5. Even in an exam, a score of 4/5 would mean 80/100 and that is a pretty good score, if you ask me!
