I feel that this is an excellent business practice and that every company, large or small, who deals directly with customers need to have the top management contactable. This way, the lower rung staff will not dare to play hanky panky knowing that their bosses are just a phone call away.
Although most consumers are not longer uneducated, and they can find out the contact details of a certain company easily, providing this information upfront makes it easier for consumers and they are more liable to report to the management.
