As you know, I received an invoice from eBay recently and I wrote in to eBay's Spoof centre only to receive an canned reply. Of course that did not answer my question specifically and I was dissatisfied. Upon the suggestion of a fellow eBay member, I wrote in to Customer Service and I received the following reply:
Hello,
Thank you for writing to eBay. I appreciate the chance to assist you with your recent notification.
We apologize for the email you have received it was sent to you in error, please take note that the balance does show as 0.00. Please disregard the notification and sorry for any confusion this has caused you.
I trust that this information has been useful to you. If you have any further questions please do not hesitate to contact us again.

At least this is a real reply that answers my questions.
On the other hand, perhaps eBay was testing its new invoicing system and will be billing us soon, this time for real? Hope not though that is just something waiting to happen.
I am not sure how many eBay members from Malaysia received such an invoice notification but some members from the Philippines also received it.
Anyway, the problem is solved, FOR NOW.
